Highway 523 was not
touched by provincial downloading, however the highway still has an illogical
southern terminus. Highway 523 has its southern ending at the boundary
between Hastings County and the District of Nipissing, this is highly illogical,
and defeats the purpose of having a numbered highway. Highway 523 should
be extended southerly along the Madawaska Road (its southern continuation in
Hastings County) all the way to Highway 127 for route consistency.

Road Info: Highway 523 is in pretty
standard shape for its entire length. Pavement quality is good and is
of the coarser type that is typically found on secondary highways.
Madawaska Road (the continuation of Highway 523 in Hastings County) is in
decent shape as well, (though it is noticeably worse then its MTO maintained
counterpart). It is worth noting that centre lines are not painted on
Madawaska Road, and there are no advance warning signage.
